Legal expert hails Tinubu’s nationwide security emergency

President Bola Ahmed Tinubu’s declaration of a nationwide state of emergency on security has continued to generate reactions across the country, with an Abuja-based legal practitioner, Emmanuel Umahi Ekwe, describing the move as a “necessary acknowledgement” of Nigeria’s deepening security crisis.

Ekwe told the Nigerian Tribune that the President’s announcement marks a significant shift from years of “reactive” security management to a more preventive and intelligence-driven approach. 

According to him, the directive for the Armed Forces and the Nigeria Police Force to embark on large-scale recruitment is both timely and long overdue, given what he called the “acute manpower deficit” that has hampered operational effectiveness nationwide.

One of the most consequential elements of the President’s declaration, Ekwe noted, is the call on the National Assembly to review constitutional and statutory frameworks to enable states to establish their own police forces.

He argued that no functioning federal system effectively secures its territory without devolving policing powers.

“Allowing willing states to establish and regulate their own police formations will not only localise intelligence gathering but also reduce response time to threats,” he said, adding that such reforms would better align community-based security initiatives with national architecture.

Ekwe also commended the directive ordering herders to end open grazing and surrender illegal firearms, describing it as critical to reducing communal clashes and addressing the proliferation of small arms across the country and however, he cautioned that enforcement must be matched with concrete support mechanisms.

He warned that without ranching incentives, structured disarmament programmes, and proper monitoring, the directive could inflame tensions rather than ease them. 

“Government must pair this directive with realistic support systems,” the legal analyst said, and further highlighted the President’s decision to empower DSS forest guards, support state-backed security outfits, and urge religious institutions in vulnerable areas to seek security protection. 

He said the steps demonstrate a more holistic and community-centred approach to national security.

Despite the optimism, Ekwe stressed that the real test lies in implementation. “Declarations do not secure nations—coordinated action, accountability, and political will do,” he said and added that, if consistently and transparently executed, Tinubu’s measures could represent a turning point in Nigeria’s long fight to restore public safety.
